Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). Job Title: Deputy Head of Department – Finance
Location: Aden
Contract duration: until 30th June 2025 with possibility of extension.
Basic monthly salary (taxable): 2303$ to 2753$ based on experience salary calculation (excluding other benefits offered by the organization)
Hierarchical / Technical manager: Finance Head of Department
Objective of the position Ensure a sound and transparent administration of funds by providing financial management consistent with Action Against Hunger’s financial management framework and local legislation.
Tasks and Responsibilities
Mission 1: Provide regular financial and budgetary management
The Deputy Head of Finance Department – Operations is responsible for :
- Providing internal stakeholders with sound financial and budgetary information including but not limited to producing the monthly budgets follow-up (BFU) as well as recommendations and analysis, after validation of the Head of Finance Department;
- Preparing the budget follow-up template (including financial lines, budget holders, forecasts from Financial plan) for approved budgets and ensuring the information is shared as needed (Budget holders, SAGA updates, Link parameters);
- Participating in monthly BFU meetings and ensuring the process is followed and understood;
- Coordinating the BFU update process with stakeholders and ensuring deadlines are respected to issue final BFUs;
- Liaising with the mission accountant to ensure reallocations and corrections of mistakes identified during the BFU review meetings;
- Ensuring budget consumption is compliant with the financial rules of funding bodies;
- Monitoring and updating mission costs and issuing budgetary alerts when necessary as well as supporting program teams on the financial management of their activities;
- Assisting the Head of Finance Department in producing high quality and timely financial and budgetary contributions to “proposals” and annual budget.
- Taking part in preparation of donor and government financial reports both interim, quarterly and final reports.
Mission 2: Ensure high quality cash management for the mission
The Deputy Head of Finance Department – Operations is responsible for :
- Preparing and compiling, in collaboration with Finance Managers/Officers at base level, the monthly treasury forecasts and its revision, and submit to the Head of Finance Department’s validation;
- The availability and safe keeping of the necessary cash, including being in charge of the safe and keeping the safe book when mentioned as such in the internal cash management policy;
- Proposing accurate methods for cash transfer in the light of local conditions and security considerations;
- Monitoring the correspondence between cash forecast and the budgets follow-up;
- Anticipating treasury risks, raising alerts and proposing solutions to solve difficulties;
- Ensuring compliance with cash management procedures across the mission;
- Assisting the Head of Finance Department in designing the CMP and raising alerts when necessary;
- Keeping the cashbook.
Mission 3: Local partner financial management
The Deputy Head of Finance Department – Operations is responsible for :
- Evaluating and monitoring the capacities of the partners to guarantee accounting data quality and quality of the support documents.
- Ensure partner compliance to donor rules and regulations during implementation of grants.
- Ensure that the budget follow up for partners is updated on a regular basis as well as partner expenditures are updated in saga
- Support local partners in budget preparation, budget revision and final consolidation
- During audits follow up with partners on the on required information/or documents as required by auditors.
- Identifying needs, preparing and facilitating training sessions on the related topics.
Mission 4: Ensuring the participation of different stakeholders in finance-related processes, contributing to non-financial processes and facilitating access to financial information
The Deputy Head of Finance Department – Operations is responsible for :
- Upon request, facilitating the availability of finance information to other departments;
- Update monitoring tools and budget indicators submitted to Head of Finance Department and ultimately to the Senior Management Team;
- Validating financial requests (Recruitment or Procurement mainly) within the ceilings defined with the Head of Finance Department;
- Identifying ways of improvement, proposing solutions and procedures in close collaboration with other departments and finance team;
- Ensuring the procedures are understood, applied and providing the necessary trainings and communications;
- Providing briefings for new joiners, giving the details of the finance procedures applicable at mission level.
Mission 6: Prevent fraud and corruption
The Deputy Head of Finance Department – Operations is responsible for :
- Supporting the Head of Finance Department in the identification of risks of fraud and corruption and propose possible preventive and monitoring mechanisms to be designed and implemented;
- Diffuse among his/her team anti-fraud/ corruption policies and mitigating measures;
- Alerting the Head of Finance Department on cases of fraud and corruption and undertaking corrective action;
- Putting in place and monitoring recommendations arising from the day-to-day control and audit.
Additional Responsibilities

Required Qualification, Skills and Experience
Qualifications
- You hold a master’s degree in accountancy, finance, or administration, with 3 years of experience in a similar position.
- You have already worked in an emergency and/or humanitarian environment. Extensive experience with ACF would be a plus.
- You have excellent managerial and supervisory skills. You also have experience in project management.
- You have excellent knowledge of Excel and digital accounting.
- Proficiency in English (oral and written) is mandatory
